Is there a difference between a smart strip and the surge protector power strip I already use?

if using this power strip do I have to reprogram the tv,vcr, ect. everytime I turn on?

MY PLUGS ARE HARD TO GET AT AND I HAVE POWER STRIPS BUT THEY ARE NOT EASY EITHER. I WAS WONDERING IF IT WOULD BE OK TO SHUT MAIN BREAKERS TO ROOMS THAT ARE NOT BEING USED.
