California recently held up a state bag tax in committee rather of voting on it after a tax referendum failed and consideration that voters did not want a new tax.

Colorado, Maine, Virginia, Minnesota, Missouri, New York City and Connecticut have all decided not to pass proposed bag legislation (bans and taxes) since March.

Los Angeles has not passed a ban law but rather a resolution to consider a ban.
