The Hidden Benefits of Secured Cards

Take time to shop around for secure prepaid cards. The fees vary widely and you should read the fine print... The word "credit" is missleading because you are just using your own money not "borrowing" money. Some do report payments to the credit bureaus but make sure you know how this is done and how it looks on your credit report.

For prepaid cards there are also lots of options, walmart has one and then theres the rush card... I got mine from my employer (i use to have walmart's card). Its the best I have been able to find. I don't know if they offer to the public (probably why the pricing is so low) but you can check them out at moneymanagercard.com and see for yourself... Good luck in the struggle.
