This awesome tips for a great do list. His second point of a waiting list stood out to me. I've been doing alot of research on making lists and I learned about the NOT RIGHT NOW LIST that everyone should try making. Some people tend to overwealm themselves with too many tasks and don't know where to start. I like your idea of an active and a waiting list. I tend to make a full list and then prioritize based on A) What must get done today, B) Nice to have and C) Quick items if I'm in a wait-state for any of the above. Then you must have discipline to follow that priority.
