I had this problem when I was an executive director inheriting incompetent people but I was unable to fire them even though I was supposed to have that right because the board president didn't want to pay for unemployment for the admin asst and feared the totally incompetent bookkeeper would trash the organization. So her solution was to keep them on and I was held hostage! I quit and she took over my job!!!

Why wouldn't firing them if they don't perform be an option (one of a manager's most fundamental duties)?
