The corollary to this is you should have given your boss a chance to make necessary changes/improvements before looking or accepting another offer. If you did, then any counter offer would be a moot point. For example, if a raise would keep you there, ask for one before looking elsewhere.

Great, concise article. I only know 1 person in 21 years of career coaching who accepted a counteroffer and didn't regret it.

Sometimes, in the heat of the moment, you current employer will make promises to get you to stay. After you have accepted the counteroffer, you may learn that the resources don't exist to fulfill those promises and that nothing about you job has or will change in the foreseeable future.
