are not as important as whether investments are appropriate for specific investors. Remember, over-zealous "credentialing" and "licensing" are too often advocated and used by SOME to stifle the competition from others.

Also, fines to government are never as important as restitution to victims.

So, I don't KNOW whether these bills are the best they could be or not.

Fraud becomes a less punishable crime because the victim may be younger? If a behavior warrants a penalty, give it one. Fraud is fraud. I don't see why the age of your victim should make it more or less of a crime.
