Just because IRA owners and 401k participants invest similarly doesn't mean they invest appropriately. My experience (and this seems to support it) is that too many people leave their retirement money in cash for fear of making a "bad" investment decision (ironically, this usually is a bad investment decision). People investing for retirement, particularly those with a 10+ year time horizon, should generally not be putting 20% (or more) of their assets in cash.
