This is NOt the way to reduce the ever raising medical costs. First of all, it is the US Tax Payer who pays for it all. Therefore, the US Tax Payer should be the one and only one who would qualify.
It is about time that America takes care of Americans, first of all and secondly and thirdly.
If an American goes to an other nation and needs a doctor he/ she has to pay out of their pockets.
One should proof to be an American citizen before one receives Medicare,
