Not all the time but most of the times, in certain organizations especially in Pakistan, bosses like the persons who care for their personal needs rather than assigned work. This type of culture deprive the right of projection/ promotion of reponsible workers.

As someone who is now out of the workforce, I followed every rule listed to a "T" but found myself working for managers who apparently never read these rules. I say this because while I chose not to take on more work than I was capable of doing, my former supervisors didn't care. Each intentionally continued piling on project after project, too much for any one or even two people working 24/7 to accomplish, and when I finally suggested that I needed a bit of help, that was the end of me. What's odd is that at each job from which I resigned or was terminated, I was either replaced by a minimum of four people, an entire company, or the company for which I worked went out of business.
