Pull up your pants in Albany, Ga. In 2010, the city passed an ordinance banning pants or skirts that sit more than three inches below the top of the hips, exposing skin or underwear. Violators pay a measly $25 fine for their first saggy-pants offense, but the fine can shoot up to $200 for a second offense.
