For 2009 and 2010, North Carolina gave taxpayers earning over $60,000 (or $100,000 for joint filers) a 2 percent tax hike; those earning more than $150,000 (or $250,000 for joint filers) received a 3 percent increase. That brings the highest marginal tax rate in the Tar Heel state to 7.75 percent.
