To develop our list of Best Places for Older Employees, we obtained details on the cities that had the highest workforce involvement of people age 65 and older during 2009, the most recent year for which numbers are available. These high labor participation rates were paired with the 2009 unemployment rates for older employees and the current metropolitan unemployment rates for all employees. Finally, we looked at how much metro unemployment rates have increased since 2005, and gave high marks for stability to areas that did not suffer big boom-to-bust swings during the recession.
