The self-funding nature of Social Security payroll taxes is under pressure because the ratio of workers paying into the system versus those receiving benefits is falling. This worker-to-beneficiary ratio was 4.9 in 1960, 2.8 in 2010, and is projected to be 1.9 in 2035.
